Building Opened 14 March 2003
Friday 14 March, HRH Princess Royal, officially opened the new lottery-funded clubhouse at Hayling Island Sailing Club. Accompanied by the Commodore, Tim Hancock, HRH was shown around the new building and introduced to HISC members, Mayor and Mayoress of Havant and representatives from the Royal Yachting Association, Sports England, Havant Borough Council and TSL, the building contractors.
Building Sub-Committee Report - 10 January 2003
Following meetings with Don Hammond the boss of TSL our building contractor, we have received an absolute assurance that the building will be handed over to the club complete on Friday 21st February. Then the members and staff will have access to the club to put the finishing touches before the official opening by Princess Anne, the date of which will be announced by the Palace shortly.
The Decorators are making good progress and the Electricians are almost complete on their 2nd fix except that switch plates etc., cannot be fitted until the decorations are complete. The ladies changing rooms are looking good with the benches and clothes racks now in position.
From next Monday 13 January there will be fourteen different trades on site working under the direction of a finishing Foreman who also arrives on Monday. We are hoping for some milder weather from Sunday next so the external works can be expedited. The club fitting out programme for the staff and members prior to occupation has been worked out in detail and is on Bar Charts.
Members will be asked to help with the following tasks - polishing trophies, installing tables and chairs, installing shelving for TV and video equipment, shelving for the storeroom, unpacking & installing furniture to bars, installing VHF & wind instruments, moving charts and small items, moving flags and course boards, moving binoculars and general equipment from the temporary race box and containers, hanging pictures/general decorations and finally the fresh air job - planting the Dunes!

Building Sub Committee November Report
The view from the new race box is stunning and surpasses all our previous expectations. Ten squadrons of Brent Geese came in from the Nab yesterday and banked at the club as if to check progress and then landed on the
mudflats.
Whilst the contractor has been held up again with late deliveries of doors,
windows and curtain walling he is making the building as watertight as
possible in the circumstances and has kept the promise he gave me at the
last site meeting to keep up the volume of labour and increase it when the
building is watertight.
The ground and first floor external doors are now being hung and they look
super. The Louvres to the gable ends of the building are now installed, the Chimney
is all but finished and we now await the Reinzinc fixers to finish off the
small areas that have been held up.
The flooring is well advanced and the Junckers timber flooring arrives
today. The Timber handrails have arrived.
The site ground levelling is now underway and the contractors fence has been
moved back on the western side so a row of boats can be parked. The decorators are making excellent progress and I have left the most exciting news until last - the underfloor heating was switched on yesterday and it all worked perfectly, no leaks so it can be left on to slowly dry the building out.
The Contractor has given us a completion date of the 20th December, subject
to weather and delivery of the remaining materials. Adrian Ryan is already
making his plans for the fitting out procedure.
The next Building Sub Committee report will be on the 18 December 2002.
Redevelopment Update - Mike Baker, 18 October
The Sports Minister visited our building site last week and was extremely impressed. Commodore Tim Hancock jumped at the opportunity to have a heart to heart with Don Hammond, TSL's Managing Director and owner of the company. Tim secured a promise from him that the Club could have a phased take over of parts of the building from the 4 November. The Building Sub Committee will discuss this offer at their meeting which is also on the 4 November.
The contractor is now endeavouring to watertight the building. 75 percent of the glazing is now on site and the glazed doors arrive next week. The mast is up over the race box and work continues beneath it, where the detail to the box glazing and the dining room and snack bar is more complicated than straight runs of glazing. The staircase is now in to the race management suite and the site yesterday was buzzing with activity.
The Building Sub Committee is concerned that the building is unlikely to be completed by the latest programmed date of the 29 November but the instructions of the last General committee were that now we have lost the season and our bookings we must not induce a rushed job with its resultant deterioration in quality. This is a magnificent purpose designed building that our members will be proud to be owners of.
Redevelopment Update - Mike Baker, 29 August
We are delighted to report that the new Accommodation Block has been handed over and we are about to install the ground floor beds so lettings can commence in the next 10 days. The existing Accommodation Block has also been handed over with its new facilities for the Disabled which was part of the main contract.
The Club has placed direct contracts for the newly completed roof, external wall cladding, plumbing and heating, electrical wiring and the decorations which are now at the finishing stages.
Clubhouse
With the arrival of the windows there is a renewed impetus on site. They are now being installed and the cement rendering is well advanced in readiness for the pebble facing. The balcony is well advanced and is extremely attractive, the ferrules and the Stainless Steel lateral wires will follow on. The west elevation staircase steelwork has been installed.
The roof is almost complete except for the northern eaves on the west roof which awaits completion of the external stone fireplace flue surround which will have flashing where it goes through and abutts the roof.
Hardcore and soil is now being distributed around the building to raise the ground level.
Changing room benches are now on site.
All kitchen equipment is ready for installation.
All bars and the reception desk are ready for installation.
Incoming Services
The cold water storage tank is now charged and the pump set awaiting electrical connections. This is sited to the rear of the Scrutineering Shed.
Other Matters
Due to the lateness of the contract completion it was felt that we were extremely vulnerable during Federation Week and the Flying Fifteen Southern Area Championships so I arranged for a canopy to be installed over the "Square" and this proved to be so successful we now have requests from the members to retain it for functions in next months calendar.
Redevelopment Update July 15 - Windows Subcontractor
Subsequent to Communique 61 and the General Committee meeting of the 6th July, and summarised in the newsletter you received last week, Mick Atkin heard that the replacement window contractor "Sashdown" was experiencing business difficulties. The following week he was involved in meetings and discussions to try and resolve how this effected the supply of the Club windows, and this morning we have been informed that Sashdown are in administration.
The Main Contractor TSL are now looking for an alternative supplier and are due to report the latest position to Mick Atkin during this week and any implications as far as the overall programme is concerned (from Mike Baker, July 15).

Main Clubhouse
· All internal blockwork complete
· All external blockwork to ground floor complete

Master Development Programme
· It was reported at the last meeting that the programme was running approximately 15 days behind.
· Since the last meeting South Coast Windows who are the sub contract fabricators for the specific window system (Technal Viking) have gone into administration.
· TSL have made considerable efforts to switch to a new fabricator but this has necessarily delayed the contract by a further period of time. All work to the windows ceased on site on the 3rd May. The earliest day for a re-start with new contractors is programmed for the 17th June.
· Periodic inspections of the work in progress revealed potential deficiencies in the work carried out to the roof structure. Despite assurances that remedial work ordered previously had been carried out an Architect Instruction to open up the works was issued and found to be wanting.
· Accordingly the roof structure to the East roof was taken back to rafters and will be completed to the correct specification.
· The structure to the West roof now covered in Rheinzinc had remedial work undertaken (and photographs to prove the works carried out over the Easter holiday period). However in view of the uncertainty discovered with the East roof, the contractor has volunteered to double up the Vapour Barrier and insulation to this roof on the underside. A better quality surface finish will therefore be achieved and a very much higher standard of construction.
· A new programme has been tabled by the contractor indicating a completion on the 26th August.
· It should be emphasised that this date is subject to the smooth integration of the new window manufacturer.
Risks and Exposures
· The satisfactory performance of the new window fabricator is crucial to completing the contract within the revised contract period.
· Exceptionally inclement weather (strong winds) has given the contractor further ground for a potential claim for extention of contract, and would have to be considered sympathetically by the contract administration.
· There is an industry wide supply problem with Gypsum plaster. To date this has not hindered progress, but will have to be closely monitored.
